The Torrance Groundwater Desalter Expansion Project transforms a saline groundwater challenge into a sustainable water resource, restoring critical storage capacity while ensuring compliance and securing federal funding to advance the Water Replenishment District of Southern California’s (WRD) mission of long-term groundwater reliability.
Why does this project matter?
As part of the WRD’s Brackish Groundwater Reclamation Program, the Torrance Groundwater Desalter Expansion Project is crucial for addressing a trapped saline groundwater plume in the West Coast Basin. Remediating the brackish water not only restores the quality of groundwater but also creates additional storage capacity for recycled water and stormwater. This increased capacity strengthens water resiliency, enabling WRD to support the region’s water needs during dry years, contributing to long-term sustainability and water security in southwestern Los Angeles County.
What is ESA doing to help?
ESA is providing essential environmental support by preparing a CEQA Mitigated Negative Declaration for the project, including detailed technical reports on biological and cultural resources. To facilitate federal funding, including a Title XVI/WaterSMART grant from the U.S. Bureau of Reclamation, ESA ensured the MND met CEQA-Plus requirements of the California State Water Resources Control Board. By integrating compliance with both state and federal environmental regulations, ESA is helping WRD secure necessary funding and advance the project towards implementation.
