Environmental Science Associates (ESA) is pleased to announce that David Renfrew, PG, CPSWQ, QISP-ToR, QSD/QSP, has joined the firm as Client Development Director, focusing on National Pollutant Discharge Elimination Systems (NPDES) and Water Quality Services for California. With more than 30 years of experience in the environmental industry, David brings extensive expertise in NPDES permit compliance and complex water quality programs.

Throughout his career, David has served as a technical authority on Municipal Separate Storm Sewer System programs, Industrial and Construction General Permits, and Clean Water Act litigation. His background includes managing major on-call contracts for small, medium, and large municipal clients; port and airport clients; and private industrial clients and developers throughout California, where he led monitoring, reporting, and pollution prevention initiatives.
David’s strategic approach to regulatory policy has consistently provided clients with pathways for economically responsible compliance. As a Certified Professional in Storm Water Quality, a Qualified Industrial Stormwater Practitioner-Trainer of Record, and a Qualified Storm Water Pollution Prevention Plan Developer, he excels at developing innovative solutions for Total Maximum Daily Load (TMDL) compliance, site-specific objective studies, and resiliency planning.
