Arica and Victory Pass Solar Project Construction Compliance Monitoring
These two projects are the first to be approved and under construction pursuant to the Bureau of Land Management’s (BLM) Desert Renewable Energy Conservation Plan (DRECP).
Why does this project matter?
Enhancing the country’s renewable, reliable, and clean energy grid, this project involves two separate photovoltaic solar facilities that together will generate up to 465 megawatts of power and up to 400 megawatts of battery storage on approximately 4,000 acres of federally administered public land.
What is ESA doing to help?
ESA is providing third-party compliance support to the BLM to ensure that the developer and its biological and cultural compliance teams are meeting the requirements of the BLM’s Right-of-Way grant and federal permitting conditions. In this role, ESA’s field staff monitor the compliance status of the project on behalf of the BLM and facilitate greater agility and communication in addressing problems that may arise during the construction process. In this capacity, ESA is an active partner with the BLM, Clearway Energy Group (the project developer), and the various construction and compliance subcontractors for this complex and regionally important project.
