Maxwell Farms Regional Park Master Plan
This project updates Maxwell Farms Regional Park’s nearly 33-year-old master plan, including improved access and circulation; the addition of sports fields, trails, and play and picnic areas; and new park features such as an off-leash dog area, bicycle pump track, and pickleball courts.
Why does this project matter?
This 85-acre regional park combines ballfields, a Boys & Girls Club, tennis courts, and other urban park amenities with areas supporting activities more commonly associated with regional parks, such as walking, biking, and nature exploration. Complementing this balance, the Master Plan Update upgrades and expands active recreational use opportunities within developed areas, while maintaining and restoring the natural elements that contribute to its more passive recreational allure.
What is ESA doing to help?
ESA supported the Sonoma County Regional Parks Department with public outreach for the preliminary concepts, and public meetings for the master plan and environmental review processes. ESA produced rendered perspective sketches and a draft master plan that clearly communicated to the public the improvements, aesthetic character, and importance of balancing new development with natural area conservation.
Concurrently with the development of the master plan, we also developed a narrative project description and prepared an Initial Study/Mitigated Negative Declaration (IS/MND), adopted in February 2019. ESA prepared National Environmental Policy Act (NEPA) compliance documentation related to federal grant funding, led preparation of construction documents for Phase 1 implementation, and assisted Regional Parks with construction of Phase 1 improvements.

"Drawing upon an extensive public outreach and engagement process, the updated master plan addresses the community’s interests while protecting and restoring natural habitats in the remaining undeveloped areas."
