The Purple Line Extension, one of Los Angeles Metro Rail’s (LA Metro) critically important rail projects, will provide a high-capacity, high-speed, dependable alternative for commuters to travel between downtown Los Angeles, the Miracle Mile, Beverly Hills, and Westwood.
The new line of service will extend westward for about nine miles, adding seven new stations to provide easy access to the Westside. Scheduled for completion in 2023, the project is being built in three sections. The construction zone is directly adjacent to residences and businesses, and the project’s decade-long construction schedule caused concerns for the local community and City of Beverly Hills.
Working for the City of Beverly Hills, ESA conducted environmental compliance monitoring during the advanced utilities relocation phase and initial phase of Section 1 Station construction. In this role, ESA served as an Independent Compliance Monitor (ICM) overseeing provisions outlined in a Memorandum of Agreement (MOA) between LA Metro and the City and related measures identified in the Mitigation Monitoring Reporting Program (MMRP) of the project Environmental Impact Report (EIR).
ESA provided on-site compliance monitoring of construction activities during day, night, and weekend work hours. Significant issues included noise, work hours, traffic control, pedestrian access, and haul routes. Monitors prepared daily reports and issued violations when necessary to assist contractors in avoiding non-compliance issues. Our environmental compliance monitoring helped to minimize impacts and ensure mitigation measures were upheld throughout the project’s construction phase.
