Totaling nearly two million gross square feet within the Mission Bay South Redevelopment Plan Area of San Francisco, this mixed-use development includes a 700,000 square-foot arena event center that is home to the Golden State Warriors basketball team, as well as office, retail, and active recreational uses.

Why does this project matter?

This multifaceted development incorporates economic benefits and extensive new off-site roadway, transit, and bicycle/pedestrian network improvements to respond to the community concerns regarding increased traffic in the area. It also funds a $60 million comprehensive Transportation Management Plan (TMP) to facilitate multimodal access, including providing for new and expanded transit service, and implementing extensive event transportation management and travel demand management strategies.

What is ESA doing to help?

As lead consultant, ESA prepared a Subsequent Environmental Impact Report (SEIR) for the 18,064 -seat, multi-purpose sports and entertainment arena, and a variety of mixed uses, including office, retail, open space, and structured parking. The event center will host the Golden State Warriors basketball team during the NBA season, and provide a year-round venue for a variety of other uses.

The SEIR was prepared pursuant to Assembly Bill 900 (Governor Brown certified the project as an “Environmental Leadership Development Project”) streamlining the CEQA process, and Senate Bill 743 which updates the way transportation impacts are measured in the state for new development projects.

The San Francisco Office of Investment and Infrastructure and Planning Department, in partnership with ESA, completed full CEQA review for the project at the new site in just over one year – unprecedented for a project of this size and type in San Francisco – to enable the Warriors to meet their ambitious schedule objectives. The Final EIR was unanimously approved by the City in December 2015.

ESA’s team pioneered the use of air quality offsets (funding emissions reduction projects in the region) as mitigation to minimize effects of project construction and operational air emissions in the Bay Area air basin.
