Environmental Science Associates (ESA) is pleased to announce Tamseel Mir as Community Development Business Group Director for our Southern California region. With more than 20 years of experience leading the environmental review process for large-scale planning and development projects across an array of industries, Tamseel takes the helm of the region’s largest group.
Joining ESA most recently from Dudek, Tamseel’s career has focused on the preparation of California Environmental Quality Act (CEQA), CEQA+, and National Environmental Policy Act (NEPA) documentation. Leading all phases of the project planning and environmental review process, including budget allocations, community engagement, and project team management, her experience spans infrastructure, transportation, institutional, residential, recreational, and mixed-use projects. Tamseel’s clients have included the Los Angeles Department of Water and Power, Los Angeles Bureau of Engineering, County of Los Angeles Department of Public Works, Los Angeles County Metropolitan Transportation Authority, and several municipalities in Los Angeles County. She has also managed several California Department of Transportation (Caltrans) Local Assistance projects.

Tamseel is passionate about advancing diverse viewpoints in the environmental consulting industry and has led Diversity, Equity and Inclusion (DEI) initiatives. She is a member of the Association of Environmental Professionals (AEP) and Women in Transportation (WTS). Tamseel earned her MA in Urban Planning from the University of California, Los Angeles, and her BA in Environmental Analysis and Design from the University of California, Irvine.
In addition to Tamseel, ESA has been strategically adding key leaders to its Community Development practice group this year across the firm, enhancing support to clients to ensure that community growth and change is environmentally sound and equitable. These hires include Senior Environmental Planner Katie Carroz, Principal Associate Shannon Wages, and Principal Air Quality Specialist Tim Sturtz.
