JFK and La Guardia Part 150 Noise & Land Use Compatibility Studies

The first ever comprehensive noise and land use compatibility studies for LaGuardia (LGA) and John F. Kennedy International (JFK) Airports were conducted in accordance with 14 Code of Federal Regulations (CFR) Part 150 and at the direction of the Governor of New York.

Why does this project matter?

The comprehensive Part 150 Studies for JFK and LGA offered invaluable insight and data to guide future planning to mitigate noise in the most complex airspace in the U.S. It provided a thorough understanding of the existing conditions and provided strategies to mitigate noise impacts and enhance land use compatibility around LGA and JFK.

What is ESA doing to help?

ESA developed a detailed study protocol to identify and secure consensus on key assumptions with the Federal Aviation Administration (FAA) and Port Authority of New York and New Jersey (PANYNJ). The team collected extensive land use data from numerous surrounding jurisdictions, and this data was used to reclassify land uses into a consistent framework. This framework was used to evaluate the impacts to residential areas and other noise sensitive sites.A Technical Advisory Committee (TAC) provided technical and community stakeholder input throughout the project, and large community workshops were held, enabling the ESA project team, FAA, and PANYNJ to interact one-on-one with the public. The project involved an extensive FAA support team from FAA’s airports, air traffic, legal and communications’ staff. Through the collaborative effort between FAA, ESA, and PANYNJ innovative approaches were identified to mitigate noise impacts in the communities surrounding JFK and LGA.
