Environmental Science Associates (ESA) welcomes Melissa Logue as Transportation Director for the firm’s Northern California region. With nearly two decades of experience in delivering transportation and related public agency infrastructure projects throughout California, Melissa will be based in ESA’s Sacramento office and will be responsible for overseeing transportation projects throughout Northern California as well as working collaboratively with transportation professionals throughout the company.
Melissa’s expertise lies in working with a wide range of federal, state, and local regulatory agencies to deliver environmental approvals and obtain environmental permits for a broad assortment of transportation infrastructure projects. She is skilled in directing, writing, and editing environmental documents pursuant to both the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), particularly focusing on compliance with Caltrans’ Standard Environmental Reference and Local Assistance Procedures Manual requirements.
In 2019, Melissa completed CEQA/NEPA documentation and acquired regulatory permits for Campus Parkway Segments 2 and 3 in the County of Merced, a new $100 million four-lane expressway project that, once finished, will complete the eastern portion of the planned Merced Loop System complex of roads circling the city of Merced and connecting surrounding communities. In 2020, Campus Parkway Segment 2 was awarded “Transportation Project of the Year” in the $5–$25 million category by the American Public Works Association Central Valley/Fresno chapter.
Most recently, Melissa led development of NEPA documentation for Sonoma County’s $70 million project to replace the Bohemian Highway Bridge over the Russian River, a proposed steel tied-arch structure that is rarely constructed in the state.

Joining ESA from her most recent position as leader of GPA Consulting’s team in Northern California, Melissa leads multidisciplinary teams of professionals to ensure the highest quality environmental services are delivered throughout all phases of a project, from planning and design through development and construction.
Melissa received her B.A. in history from California State University, Sacramento. Active in her industry, she is a member of the Association of Environmental Professionals and the American Public Works Association and is a board member-at-large for the Sacramento chapter of WTS.
