Patrick Tennant is an environmental compliance specialist with 30 years of experience, managing permitting and compliance activities on large construction projects throughout California. He has extensive experience in the energy field, notably leading the permitting efforts for Equinor’s Atlas Wind Project; a potentially 2 gigawatt floating offshore wind project off the coast of central California, and as a senior manager of Southern California Edison’s major infrastructure program, where he managed environmental compliance for key transmission projects including permitting, licensing, construction, and the close-out/restoration phase. This includes SCE’s $3.2 billion Tehachapi Renewable Transmission Project. He also managed environmental compliance for the California High Speed Rail – Construction Package 1 in Fresno.

Patrick has extensive experience leading environmental field programs both onshore and offshore for water quality, fisheries management, and restoration projects such as the Wheeler North Artificial Reef and the San Dieguito Wetlands Restoration Project. He is experienced in wetlands and riparian systems, habitat restoration, endangered species management and recovery, and environmental policy.

Patrick is well-versed in multi-jurisdictional implementation of environmental programs across various counties in California and working with state and federal permitting agencies, such as the U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service (USFWS), California Department of Fish and Wildlife (CDFW), Regional Water Quality Control Board (RWQCB), the California Coastal Commission, Bureau of Land Management (BLM), California State Parks, U.S. Forest Service, and the Bureau of Ocean Energy Management (BOEM).

He holds a Master of Science in environmental studies from California State University, Fullerton and his Bachelor of Science in environmental biology from California State University, Northridge.
