As the Bay Area Water Resources Director, Jill manages environmental compliance for all phases of project development, including site constraints analyses, EIR/EIS preparation, permitting, mitigation monitoring program development, and construction monitoring.

Jill has more than 25 years of experience as an environmental analyst and project manager in the preparation of environmental documents to meet CEQA and NEPA requirements. Her focus project is on water sources: master plans, infrastructure, treatment, flood control, and restoration.

Jill holds a Bachelor of Arts in Political Science from the University of California, Los Angeles and has taken advanced environmental law and management program from the University of California, Berkeley Extension.
