Jessica is a Professional Wetland Scientist with over 14 years of experience in environmental consulting, specializing in wetlands, aquatic resources, and environmental permitting across the Pacific Northwest. Her expertise includes wetland delineation and functional assessments, watershed characterization, mitigation planning and monitoring, and development of permitting strategies for infrastructure, habitat restoration, and floodplain projects in both marine and freshwater systems.
She serves as project manager, wetland lead, and permitting specialist for multidisciplinary environmental planning efforts, supporting NEPA and SEPA documentation, Joint Aquatic Resources Permit Application (JARPA) preparation, Section 404/401 compliance, and Hydraulic Project Approval permitting. Jessica collaborates closely with agencies and design teams to minimize impacts, streamline permitting, and advance projects including transportation improvements, shoreline restoration, mitigation banks, and municipal capital programs.
Jessica holds a Master of Arts in Fisheries Management and Environmental Policy and a Bachelor of Science in Environmental Science from the University of Miami. She is a certified Professional Wetland Scientist, with certifications in Wetland Rating Systems, Compensatory Mitigation Credits and Debits, and Ordinary High Water Mark (OHWM) in Washington State.
