As vice president and Senior Water Principal, Tom leads a team of experts who collaborate with many of the region’s largest water utilities on complex, large-scale, highly scrutinized projects.
Tom brings more than 26 years of experience in environmental planning and management services with an emphasis on water and wastewater utilities throughout Southern California. He specializes in CEQA/NEPA analysis, natural resources management, permitting, and mitigation development for water supply, wastewater, and recycled water infrastructure projects. From concept to construction, he partners with clients—including the California Department of Water Resources, Metropolitan Water District, and Los Angeles Department of Water and Power—to solve complex environmental challenges.
Tom holds a Bachelor of Arts in English from the University of California at Berkeley.
