Brian is a cultural resources specialist with 14 years of experience supporting hydropower, water resources, and infrastructure projects throughout the Pacific Northwest and the Great Basin. He helps hydropower clients navigate Section 106 compliance, NEPA/SEPA review, and cultural resource management requirements while maintaining project schedules and operational flexibility.

Brian meets the Secretary of the Interior’s Professional Qualification Standards in Archaeology and combines technical archaeology expertise with legal training to support complex regulatory environments. His work includes cultural resource inventories, monitoring, subsurface investigations, and technical reporting for hydroelectric facilities, fish passage improvements, dam safety upgrades, and transmission projects.

His hydropower experience includes cultural resources support for pumped storage projects, dam safety and repair programs, FERC-related compliance, fish passage improvements, and hydropower facility upgrades across Washington and the Columbia River basin. Brian collaborates closely with utilities, tribes, and agencies to identify cultural resource constraints early, support consultation, and develop practical compliance strategies for hydropower operations and modernization projects.
