Jessica has over 14 years of experience in environmental planning and permitting, specializing in hydropower licensing, renewable energy development, and federal and state regulatory compliance across the Pacific Northwest and western United States. Her expertise includes FERC hydroelectric relicensing, NEPA and SEPA documentation, Wild and Scenic Rivers Act compliance, shoreline and terrestrial resource management, and right-of-way permitting for energy infrastructure projects.
She serves as project manager and regulatory lead for complex planning and permitting efforts, supporting critical issues analyses, permitting strategy development, license amendments, federal consultation, and interdisciplinary technical coordination. Her work spans hydropower, transmission, solar, and battery energy storage projects, with a focus on practical compliance and efficient project delivery.
Jessica holds a Master of Studies in Law in Energy and Natural Resource Law from Lewis & Clark Northwestern School of Law and a Bachelor of Science in Business Administration from Washington State University.
