Daryll is a senior environmental scientist with more than 37 years of experience in the Florida Department of Environmental Protection’s (FDEP) surface water programs, and 4 years in private consulting. In his role, Daryll helps clients navigate through the complicated regulatory process for permitting discharges to Florida’s surface waters and environmental challenges that often require integrated solutions for storm water and wastewater.
Daryll has extensive experience leading innovative surface water quality programs for FDEP, including delegation and coordination of the National Pollutant Discharge Elimination System wastewater program; development of Water Quality Based Effluent Limitations and mixing zones; development of FDEP’s Total Maximum Daily Load, Basin Management Action Plan, and Impaired Waters Assessment Programs; creation of FDEP’s water quality credit trading program; and development and implementation of Florida’s numeric nutrient criteria.
He holds a Master of Science in Biological Oceanography from Florida State University, and a Bachelor of Science in Zoology from the University of North Carolina.
