Karmen is a senior environmental planner specializing in SEPA and NEPA documentation, federal, state, and local regulatory compliance, and infrastructure planning. She has 20 years of experience preparing, coordinating and overseeing the development of EISs and other documents required for environmental and land use review, and assisting clients with permit identification, strategy, and agency consultation.

While Karmen’s primary focus has been wastewater treatment, water supply, and related infrastructure projects, she has worked on diverse project types including transportation facilities, regional trail/park development projects, and shoreline/marine recreation facilities. Karmen has extensive experience with a variety of complex federal, state, and local environmental regulations, permitting issues, and regulatory processes. She has assisted clients in obtaining USACE Section 10 and 404 permits, USACE 408 approvals, 401 Water Quality Certifications, Hydraulic Project Approvals, Shoreline Permits, and Conditional Use Permits.
