Hillary leads ESA’s Bay Area Environmental Planning group and has more than 25 years of experience in planning and environmental review with variety of Bay Area agencies and organizations.
Early in her career, Hillary served as the Environmental Review Officer for the City and County of San Francisco, working on CEQA review of large projects in San Francisco such as Mission Bay, AT&T Park, the Third Street Light Rail, and more. She also served as planning director of the Presidio Trust, where she lead the planning and NEPA process associated with the Presidio Trust’s Management Plan, which still serves as the Trust’s “general plan.” Hillary’s public agency experience also included planning director positions in Napa County and the City of Palo Alto, where she lead the process to update each agency’s housing element and conduct the associated CEQA review.
Hillary joined ESA to support a team already adept at moving projects forward through complicated review and approval processes. Hillary provides steady leadership, offers strategic support, and digging into project coordination and required analyses as needed.
