FDOT On-Call Environmental Support

To effectively address the state’s variety of traffic maintenance and construction projects, the Florida Department of Transportation’s (FDOT) Office of Environmental Management uses on-call contracts to facilitate quick and responsive environmental consulting services.

Why does this project matter?

The policies and procedures governing traffic noise and air quality analyses for transportation projects are constantly evolving. This project helped to ensure the consistent application of noise and air quality policies statewide, resulting in a higher overall level of quality.

What is ESA doing to help?

As a specialty subconsultant to a larger team delivering noise and air quality services to the FDOT Office of Environmental Management, ESA provided multiple levels of technical support and expertise. This included technical peer review of noise and air quality studies and modeling files; assistance with revisions to FDOT’s traffic noise and air quality policies for compliance with the National Environmental Policy Act (NEPA); review of federal regulations and guidance for implementation into FDOT policy and procedures; development and instruction of traffic noise and air quality training sessions; and development of an analysis methodology for incorporating Mobile Source Air Toxics (MSATs) on FDOT projects.

In addition to project-related technical expertise, ESA’s noise and air quality specialists developed two traffic noise training courses for FDOT: a two-and-a-half-day certification course required for all consultants wishing to conduct traffic noise studies, and a one-and-a-half-day course to educate design engineers about noise barrier requirements for roadway projects. The ESA team also assisted in the instruction of both courses with FDOT OEM staff, with three sessions of each course delivered across multiple regions.
