Environmental Science Associates (ESA), a leading environmental consulting firm, is pleased to announce that Joe Richards has joined the firm’s Portland team as a Senior Civil and Water Resources Engineer and Project Manager.
”Joe is one of the strongest water resources engineers in Portland and the Northwest,” said Ken Vigil, PE, LEED AP, Northwest Environmental Hydrology leader. “His expertise is a natural fit for our growing number of clients seeking sustainable water resources solutions.”
Joe brings more than 20 years of experience in stream restoration design, stormwater management, water supply, hydropower development, water quality investigations, hydraulic design, hydrologic analysis, and project monitoring and construction observation. He is a seasoned project manager and has assisted many local clients including the City of Portland Bureau of Environmental Services and the Multnomah County Drainage District. His recent project experience includes the Luther Road Habitat Restoration project, which restored a half mile of Johnson Creek in Portland Oregon and the I-5 at SW 26th Water Quality Facility project where a 40 acre highly impervious basin was treated and detained on a 5:1 slope.
Joe is a licensed professional engineer in Oregon and a Certified Water Right Examiner. He holds a Master’s degree in business administration from the University of Oregon and a Bachelor of Science in civil engineering from Oregon State University. He is a member of the American Society of Civil Engineers and River Restoration Northwest. Joe is also a yoga teacher and coaches soccer and basketball.
