ESA is pleased to announce that Jill Sunahara has joined ESA as a Senior Permitting Specialist. Jill will be based in the firm’s San Francisco office.
“Jill’s extensive experience in working with Bay Area Flood and Water Resources agencies goes beyond CEQA/NEPA to helping clients secure more than $93 million in grant funding for Bay Area water-related projects,” said Gerrit Platenkamp, PhD, ESA’s Northern California Biological Resources Director. “With a practical understanding of biological and water resources, she partners with clients to get projects in the ground—from planning and environmental compliance to permitting and monitoring.”
Jill has more than 16 years of experience conducting environmental compliance for water supply and flood protection agencies, including the Santa Clara Valley Water District, San Francisco Public Utilities Commission, Zone 7 Water Agency, Sonoma County Water Agency, Napa County, San Mateo County, Contra Costa County, City of Oakland, City of Modesto, and City of Bakersfield. She develops permitting and compensatory mitigation strategies, prepares regulatory agency permit applications, leads regulatory agency consultations, and supports permit compliance through project implementation. She also oversees the preparation of CEQA/NEPA compliance documents and assists with grant funding procurement. Prior to joining ESA, Jill served as a project manager leading watershed, water resources, and environmental compliance efforts for projects located throughout the West Coast. She also served as an environmental scientist at the North Coast Regional Water Quality Control Board, where she conducted watershed assessments and water quality sampling.
