Evan is a community and environmental planner with more than six years of experience focused on land use and environmental planning. His expertise includes authorship assistance and preparation of general plans, specific plans, airport land use compatibility plans, and associated environmental and housing policy documents for jurisdictions ranging from more rural and suburban areas to largely urban and developed communities. In addition to his project work related to housing policy, Evan has managed projects dealing with land use compatibility analysis, zoning code updates, hazard mitigation plans, and public outreach projects.

Evan earned a Master of City Planning degree from San Diego State University and a Bachelor of Science degree in Environmental Construction Management from California State University, Chico. He is a member of the American Planning Association (APA) and is on the Board of the Sacramento Valley Section of APA.
