As senior vice president and Strategic Client and Business Development Director, Gary partners with clients to creatively solve complex environmental and regulatory challenges while also pursuing new work opportunities for the firm consistent with its strategic goals and vision. With an academic background in the natural sciences, Gary brings a particular focus on projects that involve activities that raise significant permitting and entitlement challenges.
A CEQA/NEPA expert with nearly three decades of experience at ESA, Gary specializes in tiered environmental documentation and regulatory permitting strategies for a variety of clients. He has managed many of the firm’s most complex and controversial waterfront development projects for clients ranging from the Port of San Francisco to the U.S. Navy.
Gary holds a Master of Arts in Biology from the University of Pennsylvania and a Bachelor of Science in Zoology from the University of Rhode Island. He is a member and past president of the Association of Environmental Professionals.
