Bobbette Biddulph, AICP
As senior vice president and Southern California Regional Director, Bobbette brings innovation, advanced regulatory knowledge, and client-focus benefit to our Southern California clients, while providing leadership and strategic vision to ESA’s employee-owners in the region. She fosters regional partnerships and delivers results that raise the bar in community planning and ecosystem management projects.
Bobbette has more than two decades of experience in resource and land use planning and CEQA/NEPA documentation. Her knack for understanding how to use environmental and planning processes for community improvement sets her apart from many of her peers. She balances competing objectives throughout the planning process, giving clients the necessary insight and guidance to inform decision-making while ensuring a plan that will successfully meet the challenges of the future. Her clients include the California State Lands Commission, California Department of Parks and Recreation, and California Department of Toxic Substance Control; the cities of Los Angeles, San Diego, Escondido, Encinitas, Del Mar, Oceanside, and Temecula; and the counties of Los Angeles, Riverside, Tuolumne, and San Diego. She specializes in environmental compliance, recreation, city and regional planning, and urban regeneration.
Bobbette holds a Bachelor of Science in City and Regional Planning from the California Polytechnic State University in San Luis Obispo. She is a San Diego County approved environmental impact report preparer and a member of the American Planning Association and the California Association of Environmental Professionals (AEP). Bobbette received several awards for outstanding project work, including first place for Best Available Environmental Technology from the National Association of Environmental Planners, first place in Outstanding Environmental Solutions from the AEP San Diego Chapter, and the American Society of Civil Engineers San Diego Section’s Award of Excellence. Bobbette regularly teaches both beginning and advanced CEQA courses and has been involved in curriculum development and proposed legislative reform initiatives in California.
