Stockton Delta Water Supply Project

The $217 million dollar Delta Water Supply Project will provide Stockton, located in California's Central Valley, with a high-quality, reliable water supply to meet both current and future water needs. The project includes a new intake and pump station that will divert water from the San Joaquin River through miles of underground pipeline to a new 30-million-gallon-per-day water treatment plant.

ESA supported the City of Stockton in the development, feasibility assessment, California Environmental Quality Act (CEQA) compliance, and permitting for the new surface water supply project. Our team worked closely to address project- and program-level impacts, as well as future phases of build-out in the environmental impact report (EIR). Areas of analysis include levee stability and flood hazards, special-status species including the giant garter snake and delta fish species, land compatibility, loss of agricultural land, and growth inducement potential. ESA assisted Stockton in negotiations with the local and state reclamation districts, the U.S. Army Corps of Engineers, California Department of Fish and Game, California State Lands Commission, U.S. Fish and Wildlife Service, National Marine Fisheries Service, and Central Valley Regional Water Quality Control Board during the CEQA process and subsequently during the permit process. ESA's team of biologists is providing extensive environmental compliance monitoring and reporting services for CEQA and regulatory permitting compliance throughout the construction process.

The EIR provided the CEQA basis for the California State Water Resources Control Board to issue a new water right to Stockton. More than 36,000 linear feet of pipeline has been installed to date. With the completion of phase one, Stockton's water needs, as detailed in their General Plan, will likely be met through 2025.
