Maxwell Farms Regional Park Master Plan and CEQA Documentation

We assisted Sonoma County Regional Parks with the development of preliminary master plan concepts and the final draft master plan for Maxwell Farms in unincorporated Sonoma County, California. The 85-acre regional park features a diverse range of existing uses located primarily in the northern portion of the site. Circulation, parking, and sports fields improvements were the driving criteria in developing the preliminary concept diagrams. The concept diagrams focused on balancing active and passive recreation needs identified by the public with preservation and enhancement of existing areas of ecological value inherent to the Sonoma Creek floodplain.

ESA supported Regional Parks with public outreach for the preliminary concepts, and public open houses for the master plan and CEQA. The master plan meets the diverse needs of the community, while minimizing environmental impact, through a combination of new park elements and re-use of existing park infrastructure. The paved and soft-surface trail network is improved to connect renovated baseball fields with new soccer fields, bike pump track, outdoor fitness, picnic, off-leash dog area, plazas and shade structures. The playground will be renovated and expanded to serve varying age groups and mobility levels and will include nature play. The baseball and soccer fields add new field lighting and synthetic turf to extend hours and seasons of play. The existing tennis courts and skate park are preserved and incorporated into the master plan.

A conservation area, including the creek floodplain and riparian area, is proposed in the southern portion of the site. Soft surface paths in the riparian area along Sonoma Creek are stabilized to improve drainage. ESA produced rendered perspective sketches and a draft master plan that clearly communicated to the public the improvements, aesthetic character, and importance of balancing new development with natural area conservation. ESA developed the project description and Draft Initial Study for CEQA concurrently with development of the master plan.
