Florida Department of Transportation Office of Environmental Management (OEM) Environmental Support Contract

The Florida Department of Transportation’s (FDOT’s) Office of Environmental Management (OEM) uses on-call contracts to facilitate quick and responsive consulting services. Because FDOT’s scope of work may involve specialty engineering services, Jacobs Engineering invited ESA to their team as a specialty subconsultant providing noise and air quality services under a five-year contract.  
 
We have provided multiple levels of technical support and expertise to the team, including:
Technical peer review of noise and air quality studies and modeling files
Assistance with revisions to FDOT’s traffic noise and air quality policies for compliance with the National Environmental Policy Act (NEPA)
Review of federal regulations and guidance for implementation into FDOT policy and procedures
Development and instruction of traffic noise and air quality training sessions (both live and online)
Development of an analysis methodology for incorporating Mobile Source Air Toxics (MSATs) on FDOT projects
 
In addition to project-related technical expertise, our noise and air quality specialists were asked to develop two traffic noise training courses for FDOT: a two-and-a-half-day certification course required for all consultants wishing to conduct traffic noise studies, and a one-and-a-half-day course called “Highway Traffic Noise for Designers” to educate design engineers about noise barrier requirements for roadway projects. Our team also assisted in the instruction of both courses with FDOT OEM staff, with three sessions of each course delivered across multiple regions.
