As a principal associate, Sylvia partners with clients and project teams to navigate regulatory complexities, including CEQA and NEPA for transportation infrastructure projects throughout California.

Sylvia brings more than 32 years of transportation experience. She is skilled in large-scale project planning, personnel management, and high-level coordination with federal, state, and local agencies. Through the administration of multi-disciplinary staff during her Caltrans tenure and understanding of projects in a regional context, she has the “big picture” perspective necessary to effectively establish a critical path and ensure project success.

Sylvia holds a Bachelor of Science in natural resources management from California Polytechnic State University at San Luis Obispo.
