Michael Houlihan, AICPPrincipal Associate
As principal associate, Michael brings proven experience partnering with clients to successfully usher many of southern California’s most complex, high-profile infrastructure and development projects from concept to completion. Proactive and responsive communication is the cornerstone of his management style and commitment to exceptional client service. As Irvine office director and a member of ESA’s southern California leadership team, Michael directs innovative solutions to environmental planning and compliance to better serve our growing Orange County client base.
Michael brings more than 30 years of experience as a trusted environmental planner and project manager in Orange County. His experience includes managing all aspects of the environmental compliance process for projects such as planned communities, water and wastewater infrastructure, community land use planning, commercial and residential developments, parks, schools, transportation improvements, and energy facilities. He has led numerous project teams for clients including the Cities of Anaheim, Costa Mesa, Irvine, Laguna Beach, Mission Viejo, Newport Beach, Orange, Santa Ana, Seal Beach, Stanton, Tustin, and Yorba Linda. Michael has provided environmental compliance services to the Orange County Water District, City of Corona Department of Water and Power, San Gorgonio Pass Water Agency, City of Bakersfield, County of San Luis Obispo, City of Fresno, and the U.S. Army Corps of Engineers.
Michael has a Bachelor of Science in city and regional planning from California Polytechnic State University at San Luis Obispo. He is a member of the American Institute of Certified Planners, the American Planning Association, and the Association of Environmental Professionals.
